Local Member of the Senedd, Hannah Blythyn has welcomed the Welsh Government’s proposal to reduce business rates for smaller retail shops in Wales, a move that could support around 13,000 businesses across the country.

The 12-week consultation, which runs from 20 May to 12 August 2025, outlines plans to reduce rates for shops with a rateable value of less than £51,000, helping them remain competitive against the growing dominance of online retailers.

Hannah Blythyn MS said:

“This is a big opportunity to re-balance the scales in favour of our high streets in the face of the challenge of large online retailers.

Smaller independent shops are at the heart of our communities, and these proposed changes could make a real difference.

As someone who regularly supports our local businesses, I am keen to see them stay them not simply survive but thrive – especially when under increased pressure from online retailers.”

 

Under the plans, larger retail properties with a rateable value above £100,000 may see a small increase in their rates, but key public services like schools and hospitals would be protected.

If approved, the new rates would come into effect from 1 April 2026, with exact figures to be confirmed in the 2026-27 Welsh Government budget.

 

The changes are part of the Welsh Government’s Retail Action Plan and shared vision for building vibrant, resilient town centres.
